HP's will kill a guy, yes. Target rounds can, too, but the odds are higher that it will injure him. It's the old WWII adage that a dead enemy is 1 less to fight. A wounded enemy will require at least a couple others to help get him to safety and medical care. That takes 3 or more enemies off the field. 500 HP rounds can remove 500 enemies. 1000 target rounds can remove 3000.
OTOH, is the old adage true or not?

OTOH, is the old adage true or not? Do you think that suicide squads are concerned about the long-term survival of one of their own who is seriously wounded in a terror attack? I don't know, I don't see them undergoing a rescue mission to evacuate a wounded fellow terrorist seriously injured in the act of attacking some place in America. I feel like they might have the outlook that if one of them gets wounded and your mobility prevents you from escaping, then whatever happens after that is on the wounded goon. I kinda doubt the "no man left behind" thing applies to hoodlums or terrorists.

OTOH, is the old adage true or not? I'd want target less for wounding but to punch through a chest rig or the general state of the average American when it comes to BMI. Hole in the lungs is gonna suck regardless. If I have to shoot and hit the pelvic girdle due to body armor instead - I'd want something to punch through. 5K rounds of .22 rimfire will be a lot easier to carry, and a 22 can get you all the bigger guns you can haul around in a pickup truck. Same concept as the stamped steel Liberator single shot .45 ACP guns that were air dropped to the partisans in occupied Europe by the thousands.
