What was the beef again? He was new to the town and the city wouldn’t give him a permit to conduct business or something like that? He’d invested his life savings in his shop there and he felt targeted as an outsider, is that right?

City wanted him to put in a sewer that fed into public system but was going to cost him an arm and a leg. Needed an easement to cut across another piece of property too.
