I worked offshore until retiring recently. In the last couple of years we saw some home made boats we guessed were cuban or haitian. They were made of roof tin sheets and styrofoam and 2x4s tied together with wire. They had a bunch of empty jugs in them we assumed were for water. Maybe a blanket or blue tarp wadded up in them. No means of propulsion. Really nothing more than a poorly built raft. We felt obligated to look them over with a spotting scope or send a vessel over to make sure nobody was on board. fortunately there never was. My Licence required me to render aid to anyone at sea that might be in danger. I am all about not letting in illegal invaders. But what do you do with people drifting at Sea. You can't tell them to go back. They can't go anywhere. Does the CG drive them back to Cuba or Haiti in a boat? I would vote to ship them to DC.
