Make a dummy round to make sure the neck has enough clearance in the 25-06 chamber.

Sure can.
But I usually use 30-06 cases when loading for the 25-06. They do not need trimmed unless for uniformity.
The 25-06 chamber was originally spec'ed to accept necked down 30-06 brass.
