I remember once reading a historical account of a US president from the 19th Century. Can't remember which one. But there was some sort of natural disaster in the US, and he was being urged to authorize money be sent to aid the injured there. His response was that he could find no authority in the Constitution for the Federal Government to do anything like that. That was a time when our elected officials actually cared what authority is delegated to the Federal Government by the Constitution.

The people who voted for this may receive some money if the stock they own goes up and maybe the lobby people like them a bit more.
