As a resident of NY, I applied for a NR tag 20 years in a row. I finally hit a few years back. I've taken a few good bulls in Newfoundland but always wanted to get a bull with my 45-70 in a heavily wooded area. Maine provided that opportunity. I wasn't selected for a tag in one of the better areas up north but was just excited to get out and hunt. On the second day, I tagged an average bull. My hunt was short but sweet.

Or contact a Maine outfitter with a tag to sell. Not cheap as I understand. But the success rates are very high.
Or get in the lottery and see what happens. I've been a subpermitte twice , drawn twice, my wife has drawn once. And with the points system I am scheduled to get another tag when I turn 65.
It's just luck.
