I have one of the Surgeon Target actions chambered in 6.5x55. The only thing I really don't like is the bolt release and that is more of a personal choice. Preston at Surgeon Rifles was willing to answer all my questions and delivery was quick. The actions aren't available in stainless either. I would buy another if I could afford to. Sorry can't help with the Lawton although they have been getting good reviews on a couple of the BR and Long range websites. I just built (via Karl at Kampfeld Custom) a Surgeon action into a .308 Win on a McMillan A-5. So far I am impressed.
I have seen Lawton't operation i-person here in MT, and He is a pretty good guy. For the money, they produce results, but I have personal preferences and hangunps that steered me to the Surgeon.

Option #3... Stiller Predator or TAC series. I have a rifle built on a TAC30 that is rather nice, and a number of local shooters have rifles built on the Predator action that definitely shoot.

I used a Lawton action & barrel (McCree stock spelling?) about a month ago for the first time (375-408 Chey Tac) and I really liked it.
