any truth to the rumor that they are coming out with a short action version of the XL-7?

Yes, it's the model XS-7 and it will be chambered in 308, 7-08, and 243, but I don't expect to see one before next summer on the dealers shelves.

7-08 sounds good to me, will probably have it rebarreled to 358 win.

On their website they are using a 1 in 10 twist for the 7mm 08 that seem a little slow compaired to every one else.
