It can absolutely be cleaned up w/o a lathe, and IMHO, you have to have a very accurate rifle to benefit from a "perfect" crown. My first recomendation is to get the best square you can, preferably a small machinists square, though a good 12" adj square will do in a pinch. Run the square around the barrel to see how square the cut is, and drawfile the muzzle til the end is square. After that, use a 1/2" die round abrasive stone, or a slotted screw with abrasive compound in a drill, and proceed til you have it cleaned up.
For a couple more $ you can get a crowning tool from brownells, it uses a pilot in the bore and will cut a 79 degree, or 45 degree crown, depending on what cutter you use. I've shortened and crowned several barrels, and have been happy with the results.
A good crown is simply a surface machined perpendicular to the bore, it doesn't matter what tools you use to do it, provided you end up with a good crown.
Based on the condition of the gun, you'd have to work hard to make it worse.
