Is there any practical way to not chamber a fresh round from the tube while ejecting the previous round?
That is, I want to have an empty chamber on a BL-22 but the bullets always feed out of the tube.

Don't know about the BL-22, but on my 39a, if I open the chamber very SLOWLY, and allow the shell in the chamber to flip out, I can close the action and it won't pick up another shell from the tube magazine.

Thanks. I'll have to try again. I couldn't get it to open slowly enough not to pick up the one off the carrier.

pointing the gun down and releasing the tension on the magazine filler tube will allow you to eject the chambered round without chambering a 2nd round.

I was hoping not to have to do that though.
I'm really liking being able to load up with enough ammo in the tube to just carry all day, but I only shoot one bullet at a time and don't like to carry hot.

Just leave the fired case in the chamber until you're ready for the next shot, hammer down.

We can travel in vehicles here with the magazine loaded, but not the chamber. I assume the LEO would consider even a spent round in the chamber as "loaded."
