This is the kinda situation where a borescope comes into it's own. Until you see, you're just guessing.
If the OP could find a good bud with one, a lot of these questions would get answered. In the meantime, I'd clean it and try it. With a lot of copper, try Wipeout. Two or three treatments should get even the heaviest copper fouling out of there.

I'd give a go with copper solvents and then give it 100 back and forth passes with JB paste on patches wrapped on a nylon brush, replacing the patch every 10 passes or so. If it doesn't improve significantly, I would go straight to a new barrel.
Now with even more aplomb

Man, you got some serious money invested just in brass. At a buck fifty a pop, that's enough to buy several rifles.
Why would you want that many Wby. cases?
Just asking out of curiosity. To me a couple hundred would be a bunch.

Cleaning it is going to be a waste of time and energy. He's shot it out. All the symptoms point that way: It shot fine for over 2000 rounds and then quit. With a .300 Weatherby he doesn't have to look through a borescope. It's toast.

Send it back to Paso Robles and allow Weatherby to gloat over the rounds you believe she has lasted for, if you write a story and get a better handle on round count, they may rebarrel it for free to use in their next Sales Catalog.
I'd expect most any Weatherby caliber to be lucky to have a throat in the first 6 inches past the case with that many rounds fired, can you say "SUBSTANTIALL LONG FREEBORE" , even for a weatherby, lol

I got around 2000 to 2500 empty cases. I reload usually 500 to 1000 at a time. Most of the time 500 cases at a time. All the cases were bought loaded and then shot. Then I used them for reloading. mostly 180 grain bullets. I am not sure how many rounds have been shot. But it has been a bunch. If a 22 rifle wasn't enough I grabbed the 300 WBY. Why? Because it kills what ever a can hit. It goes out shooting when I go out shooting. Time for a new tube. Congratulations.
The 280 Remington is overbore.
The 7 Rem Mag is over bore.

I bought most of the cases years ago. The weatherby ammo was expensive then so bought it when ever I could get a good price. Now days I would probably sell the rifle if I didn't already have plenty of cases. I also brought the dies and a press to load with. Sure makes ammo cheap compared to today's prices. Even brass is expensive.

Weatherby might rebarrel your rifle pretty inexpensively, and in my experience the recent Weatherby barrels are very good. A lot of companies will rebarrel their rifles, but only to the same chambering as the original barrel. (This prevents rifle loonies from changing barrels all the time when they get bored.)
