The author of that piece used to own a construction business in California. He would get yanked around by various "inspection" people. They would miss appointments, enforce arcane, chicken-szhit requirements or make up their own. He could not sell the properties until their egos were sufficiently stroked.
Facing cash-flow issues, he would cover payroll with cash advances on his personal credit card.
His employees (20 at one point) would show their appreciation by calling said regulators when they wanted a day off. The regulators would shut down all of his operations to investigate claims of illegal waste disposal, dead puppies in the walls, substandard wiring....while the crew went fishing, to a rock concert or just stayed home and got stoned.
As a businessman (working 70 hours a week) in California, he was a dirty, rotten, rapacious bastard until he could prove otherwise.
Do you suppose he has a little bit of energy around petty officials with an inflated sense of importance? Do you suppose he is a wee bit embittered by people who feel entitled and are willfully oblivious to the cost of their actions...as long as they get what they want and the costs are borne by others?
