1. I would think that Muslim homes will be included, it probable cause exists. 2. I can't imagine any US city/town being able to do this; some mayors might like to, but the courts will keep them in check, I believe.

Quite a bit as been made of this in the Press over here, but from reading the small print, I don't think anything has actually changed. The Home Office does not write the law, Parliament does..
The Police still need a warrant to enter the house unless there is some over riding threat/danger..
I am sure some Forces will try to push the boundaries but I suspect after a court case or two, things will settle down again.

The problem isn't what the Brits do. The problem is that there are politician's that think those type of laws would be a good idea here and you all aren't voting against them.
