I have, and it didn't sat long. IMO much better but more expensive is Aquaseal.

Used to use it to glue outdoor carpeting to the bottoms of waders in the old days, held up for a year or two of pretty hard use and was not affected by the water....

For the rand, I like contact cement. Weldwood is the best IMO. Barge is OK but not what it used to be. For the sole McNett's Freesole, same company as Aquaseal, slightly different formula.
