Not to question your business model, but that area does not look like a hotbed of folks tooling around in German engineered vehicles. Looks are deceiving. We are half a mile from RBM of Alpharetta, the local Mercedes dealer and the local demographics are awesome. Forsyth County is one of the most affluent in the State.

Is there a code requirement for all the vertical re-bar and grout-filled block, or some other reason for all the reinforcement?

Myron The block is foundation block laid on top of the poured concrete footers. The footers are up to 5.5 ft deep, and the top course of block is level with the soon to be poured pad. 42 cubic yards of concrete footer. Looks like it's going to be there for a while  . Local code doesn't allow butler style construction. Has to be textured brick walls.
