I should have quoted this part of the article in my first post: The lighter resembled a miniature firearm and it was lying on the ground, Avila told police.
Avila picked it up and tried to light it by pulling the trigger, police said.

The article bluntly proclaims: Derringers are among the smallest, potentially deadly handguns made. What is a "potentially deadly handgun?" I wonder how they differ from the handguns that are NOT potentially deadly? I think the next time I'm in a gun shop I am going to ask for the seller's recommendation as to the best handgun on the market that is NOT potentially deadly--I don't like the deadly stuff.

Also: when most people light a lighter, they don't point the flame at the ground, yet apparently this woman did exactly that. Makes me suspect that she knew it was a gun, and was trying to shoot someone.
