Beside the general use of wearing a uniform he didn't earn, it looks like he is wearing a Sergeant's rank, maybe higher because I cannot see the rocker. Either way, that disgusts me. That is a proud rank that few people earn, only to have it worn at some flake party for a joke or something. A lot of men died wearing that rank leading their squads into combat.

It's a Navy Officer's combination cover. I wear one several times a year, though things have gone wrong when you have to dust that off. He's an idiot.

Also, to me LTC would mean Lieutenant Colonel, if by some wag your meant Lieutenant Commander, that would be abbreviated LCDR. In any case you are still way off as a LCDR does not get "scrambled eggs". You have to be an 0-5 or above to earn the right to wear the eggs. But what would I know...
