It sure looks like this navy cover I found on the web. Also, to me LTC would mean Lieutenant Colonel, if by some wag your meant Lieutenant Commander, that would be abbreviated LCDR. In any case you are still way off as a LCDR does not get "scrambled eggs". You have to be an 0-5 or above to earn the right to wear the eggs. But what would I know...
