I wouldn't conclude anything about a rifle's accuracy with that list of bullets.

Funny how things change. Decades ago,they made some of my absolute favorite bullets...but I can't recall the last time I shot one..............

I used to love Speer. But all the local shops dropped them in favor of Hornady and Sierra.

I'd first 40 grit the action and barrel channel area to lend some "tooth",degrease, tape the lug and rebed the works as a first pitch. Hard to shcitt can a rifle when the bedding is known to be anything but good (action moves in current bedding).
Once the rifle is truly bedded i would pick my poison in terms of bullets which likely 120 TTSX or 162 Amax for 7mm-08. Of course my mom has been killing anything she desired with the 145 speers going back 20+ years as my old man salted away a few thousand. They are running low but hers is showing great promise with the 140TTSX and R15. Pick an average load for said bullet and powder and see what the rifle wants thereafter.
I'm betting it can be reconciled quickly after the abortion that is that bedding is rectified.

Speer BTSP are slick and fragile. And a bargain. I've put some big holes through the ribs of tasty things with longer than average shots. The BC isn't quite what they claim, but it's not far off. Good bullets. Every shot at game doesn't need to cost a dollar.
I belong on eroding granite, among the pines.
