I am NOT a 'military explosives' type,....all of my experience civilian,... would like to clarify some nomenclature here, and appreciate your expertise.

High explosives would be anything falling into a detonation velocity of 3200-30000 fps. They are cap sensitive and don't require any confinement. There may be some definition differences between civ and mil that is causing our classification disagreement.
Are you familiar with the BLU-82 or Daisy Cutter? It was filled with ammonium nitrate and aluminum (Ammonal)(Tannerite).

Seems like I remember a video posted somewhere (maybe on here) that showed a bunch of pigs getting blown up using tannerite. I've also seen one where a guy took down an old building (barn, I think) with a bunch of tannerite.

Tannerite is not a "low order" explosive. It is a very popular, powerful explosive used by terrorists all over the world.
Edit: Just read that the suspect is from Afghanistan. Guess what explosive they liked to use in their IEDs.
To add to the above post by Chris, Tannerite is a small step away from ANFO/ANNM , probably one of the mostly widely used explosives in the world... still not high explosive in the manner of C4/SEMTEX , but very effective as an IED when detonated correctly.

You're right, it's not a high explosive. The Los Alamos guys measured a detonation rate on the order of 3,700 m/s depending. All I can say is I must have gotten a bad number somewhere, like over twice that. Went to the source this time.
