I specifically remember looking at FBI crime data several years ago and seeing that Blacks murder, rape and assault White people all out of proportion to their numbers. But now I'm looking at 2013 (the last year I can find that breaks it down by race) and the numbers don't add up the way I remember. Did the FBI change the numbers? It looks like they scrubbed all other racial data.

To answer a portion of your question you didn't ask, yes, the FBI's been manipulating the data for year.
Some time back the began classifying Hispanics as "white" in their crime data. Of course this greatly skews the numbers for "white" crime. A few years back I did an analysis where I broke out the likely Hispanic crime from the "white" crime figures.
Final results indicated a per capita murder rate for hispanics 3x that of whites, and a black rate 10x that of whites.
At the time the official FBI stat showed about a black murder rate only 3x to 5x of that of whites.
Additionally, man liberal cities under report or do not include the proper identifying data with their crime statistics. So even though the FBI's numbers are technically "accurate", they are not "true". They are the victim of several layers of data abuse.
