They launched our satellites into orbit in the past, might not be the same as precisely hitting a target thousands of miles away. They have had issues with rockets not in the correct orbit and then having them crash to earth in random fashion. The latest happened a few weeks ago. We don't have to shoot a rocket further then at most a few hundred miles to completely obliterate them. They are not that stupid.
