There is No Bill or legislation concerning the filibuster change.

It actually called The Cloture Rule.

What the Democrats are trying to do is modify or end a Senate Rule, The Cloture Rule.

All that is needed to change the rules is a simple majority vote, no Bills, no legislation, just a Yes or No vote on a rule change.

I think Sinema is actually pretty left leaning. As I recall she has a degree in sociology, so that should tell you something. However, she appears to be pretty smart about reading the political winds and recognizing that if she wants to be reelected she has to be a bit careful about how she votes on hot button issues. I think she wants to be a senator for a long time and is voting accordingly based on Arizona politics.
