I think it would have been more accurate to call them short and mini rather than long and short
If I remember correctly the 308 family and the 30-30 were long action and the 223 family was short action
I had a 788 chambered in 243 and it was called a “long action”

Sarco referred the two different stocks as long and short which, I believe, denotes the different spacing distance between the action screws. Accordning to Sarco, the long action is 7 1/16" C2C and the short action is 6 3/4" C2C.

The only 788 that I have is a 308 in a McM Classic style stock and since I don't remember where I last left it, I can't verify what the action screw spacing is on that rifle is.
