Look at the velocities. Someone needs a new chronograph, scale or both!
He was going up by 1/2 grain increments with a 90+ gr case capacity, with a sample of 1 for each load. The Chronograph resluts could easily be valid. I've seen similar results with ladders in large cases.

I've done load work-up with both the. 300 & the .338RUM. I normally don't use a chronograph that early in load development, haven't seen that velocity jump.
I helped a buddy of mine work up some loads for the 300RUM. The problem with shooting ladder is each load is just a sample of one. When you are loading 100+ grains of powder, one grain is not a very large gain, so sometimes with the small samples you it will appear your velocity will stall out for a few increment until the overall increase in powder overcomes the margin of error.
If you repeated the test with 4-5 shots per load you would probably see a more normal progression.
