I suspect their view on A-Q and ISS is that if they are causing the West major problems and do not pose and immediate danger to Russian, they will let them continue for the mean time..

There are no "moderate rebels". The U.S. government is simply funding Islamic radicals to be proxies in the war against the Assad government.
