Notice the slice mark down the side. Supposedly the army put these in storage in sealed plastic bags. Then came time for an inventory and the bags were opened with utility knives.... Many like this were sold thru the CMP. IIRC they were under $500, and that included the receiver sight. That scope mounts is not typical IMO.
