Not so. In 2004 when Kerry was running for President the state legislature stripped Romney of his ability to appoint a replacement and changed it so a special election must be held.
They were not going to let a Republican take a Mass senate seat.
It is still by special election.

Actually you were kinda correct because they did tweak the process again when Ted Kennedy died and a replacement was needed for him.
By then Deval Patrick(D)was governor and they talked about changing it back to the governor appoints the replacement.
The outcry over the hypocrisy of what they were doing kept them from doing so but what they did was give the governor the authority to appoint a temporary replacement until a special election can be held. The temp guy can run for the seat if he wants to.
So if Warren did step down Baker would appoint someone until a special election. If that scenario happened I doubt the dem's would retain the temporary appointment part.
