The 1-14" was the targeted twist rate, the actual twist could and did vary. Some rifles will be faster than 1-14", and I'm sure some will be slower.

Most of the factory 100gr 250 Savage ammunition was made with shorter bullets, and so at least for me they've all worked acceptably for normal hunting distances. But I can't think of a single 250-3000 that I've had that didn't shoot better with the 87gr Speer Hot Core. I'm sure there was at least one..

I think that 99R of yours though might be one that does better with 100gr. grin
