Because they are still selling some guns and making some money.

The manufacturers aren't always selling directly to those states.

They sell to distributors who can sell nationwide.

When they stop making money, ties will be cut until the situation changes.

It's not rocket science.


If you owned S&W and sold most of your guns outside the state why would you continue making guns in state?

Because they don't care.
It's not costing them anything extra to stay there
It's about money, and nothing else.
