There is no constitutional right to immigrate to the United States.

The United States selectively chooses to grant the privilege of immigrating.

Big difference.

As a matter of policy and humanity, I think we have to be generous with people displaced by war. I don't think we have to substantially put ourselves at risk in doing that. A four month pause in immigration from septic nations to sort out the vetting process is not unreasonable or cruel. Christians, Sikhs, and Rastafarians from those countries are presently on hold too.
