If you are sewing native grass you don't need a tiller for sure , most common mistake made is covering too deep,if you have some cover at all just glyphos it wait till dead, spread seed and harrow. Used to do all the reconst work for Mo d w if seed is covered over 1/16 inch will never come up!!!!!
