Another reason to be in the left lane for reasons other than passing is moving over to allow on ramp traffic in. Seems like when I do this, I often have some self-important cockweasel drive up my butt. It's even more frustrating when the merging vehicle speed matches me.
That isn't a problem until you stay in the left lane for the next 20 miles afterward.
