For the money I would definitely go with the Savage Weather Warrior 16FHSAK. Its got a hinged floor plate, composite stock, and SS barrel. Comes in at 7.4lbs (no scope). Has the adjustable Accu-Trigger and bedded in the Accu-Stock. MSRP is around $900 but you can find it (or a similar model on Buds for less than $600).
I don't like saying out of box accurate because every high volume manufacture may have at least 1 out of 1000 with issues. Every Savage I've owned or shot was sub-MOA with hand loads and at least MOA with factory loads.
