It was a poorly written bill and likely unconstitutional in that the law would not accept legitimate short from BC's from other states.

The irony of this bill is that if you were born in AZ after 1997, you cannot get a copy of your long form BC from the state, they simply don't exist.

In addition the "baptismal" and "circumcision" records might have been construed as a religious test to hold office.
