Yes, they do. When you have very little industry in the area, it's either commute a long distance daily or starve or leave. Your brightest & best younger folks leave.
What your left with is those small groups that can get, what decent paying jobs there are or the ones that have family money/businesses. Those that have none of the above have learned to make money the old fashion way, through crime. I've seen three & four generations of families that have supported themselves through various levels & degrees of crime.
