for what it is worth before i went to far, i would check the primer to see if it ignited after pulling the bullet and powder.
I got into a batch of winchester lp primers a few years ago, that some would not ignite, and some were to large for the primer pocket, they wouldn't seat.
I think every manufacturer of anything at times as quality control issues.
