Consider the inner city black kids who have no idea who their father is and mom is a welfare queen. Those kids have no parents at all and many are adopted by a gang. I detest the idea of the government trying to decide what's best for my kids, but something has to be done for this other group. What is it? I have not the slightest idea.

It wasn't children in general but the inner city kids who have no parental guidance. They're disadvantaged and need the help of govt, the community, and society at large to succeed.
It's all about getting
more whether it's money, food, babysitting, education, guidance, integrity ... anything and everything that parents should provide but don't. It's the socialist mindset and desire for a nanny state ... literally.
