It isn't in the proper serial number range for a Classic.
But to get to the OP's question, of when the CRF was brought back. The Classic Featherweight was introduced in 1992, so you are partially correct. However, the Classic Super Grade was introduced in 1990. Furthermore, there were Custom Shop Classics available even before 1990. But, heck, I suppose this is all just "fine hypothesis"!
