It still sounds like an "organized event" problem because your competitors are using BLM land to compete in your event. Individual hunters are not required to pay a fee, just the organizing body.
I've had BLM and BLR folks help remove illegal no trespass signs and remove locks on gates that were put there by individuals to keep hunters out.
