The difference between a high wall and low is the height of the reciver wall of the action behind the breech block.

The high wall has an action wall that goes up even with about the bore line. The low wall is about 1/2" lower.
The High Wall includes an ejector (which can be set to eject to the right, left, or extract only), while the Low Wall extracts but does not eject the fired case.

Low walls are only suitable for lower powered cartridges. In the original guns, that meant very weak rounds, but with modern steels a low walll is safe with and has been factory made in 22-250, 243 and 260 (as well as 223 and 22 hornet and a variety of customs).
