Been down this road myself recently, and like most instructions, they often don't tell the whole story.
The front dovetail works as a windage adjustment, and sliding the ring forwards shifts the point of impact to the right. The normal position, they say is with the rear edge flush with the ejection port, but that may not suit your scope set-up. What you have to do is centre the windage adjustment in the turret by winding it all the way in one direction, then all the way in the other either counting the number of turns. Then wind it back half way. Mount the rear ring and snug it right up in the locating notch. Place the scope in the rear ring with the screws loose, and with the front ring on the dovetail not tightened. Boresight roughly to get the windage near enough to right by sliding the front ring forward or back with pressure on the left side. Get the eye relief as required and tighten the screws. You then fine-tune the windage at sight-in.
