By EU law migrants have to be registered and held by the country they entered into the European Union's Schengen agreement designated borders. There are other EU countries to the East and South of Hungary but they are not members of the border agreement. Mostly because they are not found reliable to enforce EU immigration laws - Romania, Bulgaria, Greece. Hungary supposed to hold them until other EU nations willing to take them. The reason they don't want to enter the holding camps because the process can take years and conditions are rather spartan. They want to go directly to Austria, Germany, Scandinavian countries to take advantage of their generous welfare system. Watching the liberal media Hungary is portrayed as villains who mistreats defenseless immigrants. BS, most of these people are free loaders and not refugees. Watching the video most of these guys are strong young men in their prime. Pick up a f...n weapon, fight ISIS and create a country of your own.
