Yes it is rather strange. It looks like a little crescent moon was left on each one. I wonder what that could mean. It could mean he had a stack of targets that were not quite stacked perfectly and he cut the bullseyes all out at once. But that explanation adds no creepy symbolism so it likely has no traction.

Holmes was insane but not a stupid insane. He was no dummy. His mental problems started showing up as young as 12. He got into medical school although he later dropped out. He had close relatives who also had mental problems and the experts think it was a genetic thing of some kind. However, those close relatives never killed anyone.

In reality, that can of powder is a testament to his ignorance. He'd have had a better weapon with a can of Pyrodex or black powder. It's a good thing he didn't know it.
