I have a rem 700 cdl that needs some rebluing. How do you apply the nice satin matte bluing that the cdl's are finished in?

Will Remington reblue it? You'd likely get the results you are after if they do.

Hot blueing, I finish down to 400 grit and then then bead blast with fine glass beads. Rust blue finish to 320 grit and it will be satin due to the process.
