Older vehicles sometimes have corrosion issues at the bead seat. Tires should be dismounted to address this issue by cleaning up the rims and tire bead with a wire brush and applying a sealer before remounting. New valves at the same time could be smart. Put a mark on the tire at the valve before you take them off so you don't have to balance them again.
