Do they still make this powder? If not, what is a close substitute?

RL-22/23 is slightly slower in burn rate. H- 4831, IMR 4955, and H-Superperformance are slightly faster.

I saw some on the shelf here in Alaska last year, but don't know if there are production issues.

Winchester uses it in a lot of their factory ammo. Likely the demand has kept it off the shelf.

There's some 780 around.

As an alternative (and I do NOT claim either that it is or isn't the same powder), one could try Accurate MagPro. It's also a General Dynamics spherical out of Florida, of a quite similar quickness.
