Mythbusters did a show on this very thing. IIRC, a 30-06 fired into the water only went about 3'.
I saw that episode. It was pretty neat, and one of the things that seemed to make a difference was the speed of the bullet. Seems the faster the bullet was traveling, the quicker it expanded, and thus the quicker it slowed down. The slower moving pistol bullets traveled further if I remember correctly.
Also, to compare to the video of the rifle actually being fired underwater, the bullet traveled even less when fired underwater than if fired above water and into the water. Not sure exactly what physics are involved there, but I could only guess it has something to do with the bullet being allowed to travel at ~2750FPS or more for a short distance before being slowed by the water vs. hitting water at full muzzle velocity and slowing down immediately thereafter (well, actually as soon as it got to the water about 6-8" ahead of the muzzle due to the escaping gasses ahead of the bullet pushing the water out of the way for that very short distance.)
The underwater shooting video was done by Physicist Andreas Wahl to demonstrate a physical law. He has a few other videos. My kids love them. One of our favorites is the following which is about centripetal force. -tnscouter
