It's called a deflationary period, ladies and gentlemen.
Everyone gets to share in the misery... and bankers will see to it (one way or another) that you DO!
They're just covering their asses and cutting losses.
When it costs a dollar and a dime today to buy what a dollar bought yesterday you spread it out as best you can.
Tomorrow the bank will have 90 cents and be looking for dupes to borrow it now before it drops further in buying power. And the dupes will repay face value later.
It's still win loose for the bankers and dupes, respectively.
Even paying negative interest on loans banks come out better than holding on to it and watching it deflate.
It might seem like convoluted back speak but it's just simple economics.
Ya gotta think it through. Whatever ya do don't start or be part of a bankrun.
It's like put options. Relax and profit from it.

Buy hey, everyone here seems to like their dirt cheap oil prices. What possible effect could it have on the overall economy?

Negative rate means they penalize the bank if they don't give out loans at the lower rate they publish That's for the borrower. It's is intended to stimulate buying stuff. For those saving, it means paying .5%. You put in a $100...you get $99.50 back. Yes and now that the FED is owned by WS......well!
The end of democracy, and the defeat of the American Revolution will occur when government falls into the hands of lending institutions and moneyed incorporations.

Anything that brings "transformational change" is what the Fed will pursue. While a radical move, both Yellen and Fischer have said they aren't afraid of imposing a negative interest rate. It would go well with Obango's $10 tax on a barrel of crude.
