Powder, primers, loaded ammunition, and brass primed with live primers are all forbidden via USPS. Try it yourself. Order a single box of whatever ammo you care to from whatever vendor you care to. Explain to them that you don't have a street address, that UPS and FedEx won't deliver to your home, and that it MUST be mailed via USPS. See what they say. Or just go down to your local Post Office to mail your box of ammo and when the clerk asks you, "Is there anything liquid, fragile, hazardous, or perishable in there?", just say, "Nope. Just a box of loaded ammunition." and see what happens. Loaded ammo is only hazardous in a firearm. You're a special kind of stupid, aren't you?
Oh, and believe it or not, deer bite. Fairly hard.

I don't work for the USPS, so I couldn't tell you what thier procedure is. Nor do I care, because I'm not stupid enough to commit a federal offense by blatantly breaking the law, lying, and shipping ammo using them because I'm to cheap to ship it the legal way, and then bragging about it. You said it yourself, stupid is a stupid does.
P.S. Excellent video, watched it several times during some work related training. A lot of good info there.

Don't ship ammo or other Haz-Mat with USPS... just do not do it!
However if shipping bottom metal, pills, brass try this (I just ran this scenario for another guy and figured I would share).

Regional Rate boxes have to be order online from the USPS. The actual local Post Office (where you drive your car) does not offer them... a conspiracy? Not really, just all about the $$$.
